Mainz is the capital of Rhineland-Palatinate and part of the Rhine-Main-Area. The Rhine-Main-Area is a high-growth region with a polycentric settlement structure and a differentiated administrative structure, which extends over three states.
Frankfurt am Main is the core city of the Rhine-Main-Area.

At present, about 4 million inhabitants live in the Rhine-Main-Area and the number of inhabitants will continue to grow. The growth in population as a result of migration gains and the still increasing per capita demand for living space generates a constant demand for new living space.

Therefore, the redefinition of less utilized industrial areas located on abandoned urban industrial sites (“recycling of space”) is propagated.
The project “Zollhafen Mainz” is following this model. With its mixed utilization structure, the project “Zollhafen” will meet both the demand for high-quality urban living space as well as the demand for attractive trade space. Where the public has previously been denied access to the factory premises of the harbor, the city Mainz will open that space up to the public – an area of about 1,000 m on the banks of the Rhine – accessible to everybody.  Many public park and open areas will provide access to the water in future. The flood protection is highly important for the design. Since the area is already flooded at 100-year flood events, and since an increase in the frequency of flood occurrences is expected in future due to the global climate changes, the Stadtwerke Mainz AG and the State of Rhineland-Palatinate have launched a flood-partnership. The "zollhafen Mainz" will become a model project for flood-adapted construction.

In order to give more ‘room for the river’ and avoid future flooding, in the Dutch city of Nijmegen the dike at Lent along the river Waal will be replaced 350 meters land inwards, leaving an island in the middle of the river.
